PS3 OS included numerous hidden features and hacks to support such emulation. There were even hardware features in the graphics chip for supporting such features. WebSuper Slims can use HEN to run unsigned code to install unofficial apps and homebrew to run PS1, PS2, PS3 and PSP backups as well as use emulators and external USB storage. HEN needs to be activated each time you reboot the console to use your homebrew and backups but otherwise does most everything you would want a hacked console to do.
